Originally a Canterbury junior, Frank was graded by the Roosters in 2004 as a Lock forward. Frank was captain of Endeavour Sports High who won the Arrive Alive Cup & the University Shield. He was then selected for the Australian Schoolboys team.

In 2005, Frank was a regular member of the Roosters Flegg Cup team and in 2006 was regularly selected in the Newtown Premier League team.

Frank moved from the Roosters to join the Bulldogs for the 2007 season, signing a two-year deal where he was a regular member of the Premier League team, mainly as an interchange back-rower. Frank played in the Premier League Qualifying Semi Final against the Dragons.

In 2008 he started the season in the NSW Cup before being promoted to first grade in round 13 against Newcastle at ANZ Stadium on June 7 due to an extensive injury toll.
